The depiction of the Bandar-Log may not have been aimed at "nationalist movements in 1890s India".
"'What the Bandar-log think now the jungle will think later,'" sounds more like the "progressives" with "scarce the soul of a louse" who were "muddled with books and art" Kipling came across in London when he came back famous. Of course, he could have aimed at both.
Nirad Chaudhuri thought that the story Red Dog was inspired by the Indian Mutiny.
